What Decree 883 creates
Presidential Decree No. 883 of December 2, 2025 carries a title that states exactly what it does: "On support for the resettlement in the Russian Federation of foreign citizens and stateless persons representing an interest for the Russian Federation, and on the specific features of their legal status". It creates a new legal category, the foreign national recognised as being of interest to the country, which official communication calls the impatriate.
The text entered into force on the day of publication, but the machinery only started four and a half months later: applications have been open since April 15, 2026, the date the operator and the portal went live.
The operator is an autonomous non-profit organisation, the Agency for Attracting Foreign Talent to Russia, set up by the Agency for Strategic Initiatives (ASI) under the decree. It works as a single window: it receives files, verifies degrees and awards, conducts the interview and maintains the candidate database.
Applications are filed on the timetoliveinrussia.com portal, whose information pages exist in Russian, English, German, French and Italian. Applying is free.
Who can be recognised as of interest to Russia
The decree reasons by field of achievement, and the operator has turned those fields into eight entry doors. The criteria below are those set out in the text and in its implementation.
- Scientists: members of the Academy of Sciences, holders of doctoral degrees, patent holders, researchers employed by a Russian organisation.
- Entrepreneurs: founders of small and medium enterprises with at least 10 million roubles of revenue in manufacturing, IT or the hotel and restaurant sector.
- Athletes: Olympic and world champions and medallists, masters of sport of international class.
- Artists and creators: members of the Russian Academy of Arts, prize winners, recognised figures in the creative industries.
- Students and graduates: winners of international olympiads, graduates of the world's top twenty universities.
- Award holders: holders of Russian state or ministerial distinctions.
- Investors: investment in Russia, assessed case by case.
- Specialists: sought-after professions and qualifications with at least five years of experience, in extractive and manufacturing industry, IT, microelectronics, energy and other priority sectors.
Two points matter as much as the list itself. First, the programme is open to nationals of any country, with no restrictive list, unlike Decree 702 on traditional values, which is limited to 47 states and territories. Second, recognition extends to the whole family, defined broadly by the decree as spouse, parents and adoptive parents, children including adopted children and those under guardianship, and the spouse's children.
Decree 883 asks for no Russian spouse, no Russian employer and no minimum capital. It asks for a documented achievement in one of eight fields, and it is open to nationals of every country, which makes it the most broadly available route created since 2024.
What the status actually grants
Recognition is not a residence permit: it is a key that opens one. Once the status document is issued, the holder and their family may apply to the migration service for either a temporary residence permit (RVP) or, directly, a permanent residence permit (VNZh).
The advantages stack, and each removes one obstacle from the ordinary route:
- Outside the quota. Neither the RVP nor the VNZh counts against the regional quota, which remains the main bottleneck in Moscow and Saint Petersburg.
- No language certificates. The decree waives the certificates of Russian language, Russian history and the fundamentals of Russian law.
- Thirty days. The permit application is decided within thirty days, extendable once by thirty, against roughly four months on the ordinary route.
- Immediate right to work. The holder and their family may work once they have received the status document and filed their permit application, without waiting for the decision, and without the employer needing a permit to hire foreign workers.
- One year to act. The RVP or VNZh application must be filed within one year of recognition.
On that last point, a practical detail matters for those already in Russia: holding an RVP obtained on another basis does not bar an application. A holder of a "traditional values" RVP can seek recognition purely to unlock access to the VNZh.
The procedure, step by step
The portal describes a seven-step path, three steps for the applicant and four for the administration.
- Read up and create an account. Registration is free. The filing dashboard runs in Russian and English, even though the information pages also exist in French, German and Italian.
- Complete the application and CV, stating the ground of recognition being claimed.
- Upload the file: degrees, patents, awards, contracts, service records, depending on the profile. This is the step that demands the most preparation, because every claim has to be backed by a document that stands up to scrutiny.
- Sit an online interview with the operator.
- Wait for the review. The operator has thirty days, cut to fifteen where the criterion is self-evident, an Olympic medal for instance. The Ministry of Internal Affairs then checks the file, within a period that can reach sixty days. A resettlement working group attached to the Presidential Commission on Citizenship Matters finally examines the case within thirty working days.
- Receive the decision. The portal states a maximum of 125 days for the whole path.
- Be assigned a personal manager to support the move.
Then comes the ordinary migration stage: filing the RVP or VNZh application with the migration service, attaching the status document to the usual documents required by Law No. 115-FZ, medical examination included.
The point that changes everything for men aged 18 to 65
Since November 5, 2025, Decree 821 has tied the permanent residence permit and citizenship, for men aged 18 to 65, to a military contract of at least one year, a discharge order or a certified unfitness decision. It locks the general route, meaning the VNZh applied for after holding an RVP, along with three family routes.
The VNZh issued under Decree 883 rests on a distinct legal basis, one that does not appear in the list in Decree 821. A 43-year-old man holding a "traditional values" RVP and stuck at the permanent-permit stage therefore has a lawful way through, with no military commitment.
To date it is the only recently created route that combines three qualities: open to all nationalities, free of any marriage or employment condition, and outside the scope of Decree 821.
for a man aged 18 to 65 blocked at the VNZh stage by Decree 821, Decree 883 is the cleanest way out. It does require documenting an achievement, which is not within reach of every profile.
What it costs
Applying to the operator is free. The real costs are those of the migration path that follows, plus a firm's fees where one is engaged.

The new state fees that took effect on July 27, 2026 weigh more heavily on this route than on others, since Decree 883 allows an applicant to target the VNZh directly: 30,000 ₽ per adult, multiplied by the number of family members.
What to check before committing
The programme is young, and three areas of uncertainty deserve to be faced squarely.
Assessment remains discretionary. Three bodies rule in turn, one of them a working group attached to the Presidency. No public scoring grid states what makes a file succeed. An objectively strong profile can be turned down without a detailed statement of reasons.
Language exams at the VNZh stage. The decree waives the language, history and law certificates. Some practice notes published before the April 2026 launch announced the opposite, an exam required for the permanent permit. The reading that has prevailed since the programme actually started is the waiver, but this is a point to have confirmed by the reviewing office at the time of filing, particularly outside Moscow.
The 125-day figure is a stated maximum, not a guarantee. It runs from a complete file. An unlegalised degree, an untranslated award or a vague service record sends the applicant back a step without resetting the clock in their favour.
To this add a rule that applies to every Russian migration procedure: staying in lawful status throughout the review. An applicant already in Russia must keep visa, migration registration and, since Federal Law No. 162-FZ of June 10, 2026, the medical examination taken within thirty days of entry, all in order for the duration of the process.
Frequently asked questions
Do you need to be in Russia to apply? No. The application is filed online from abroad, and the interview is held by video call.
Does a spouse apply separately? No. Recognition covers the family. Each adult then chooses which permit to apply for: some family members may go for the RVP, others straight for the VNZh.
Can you apply while already holding a Russian residence permit? Yes. That is in fact a common use of the scheme among RVP holders who want to reach the VNZh without going through the general route.
Is the programme paid? Filing with the operator is free. State fees, the medical examination, translations and any professional fees remain.
How long from recognition to the permit? Thirty days of review, extendable by thirty. The application must be filed within one year of recognition.
In short
Decree 883 is the first Russian scheme that selects on documented merit rather than on nationality, marriage or capital. It removes, in one move, the quota, the language exam, most of the delay and, for men aged 18 to 65, the military condition attached to the VNZh.
It is not for everyone: without a provable achievement the door stays shut, and other settlement routes have to be considered. But for a researcher, an industrial entrepreneur, a high-level athlete, a graduate of a leading university or a specialist with five years in a priority sector, it is currently the shortest and cheapest path to a durable Russian residence permit.
