One place for the whole region
Moscow's multifunctional migration centre, which everyone calls Sakharovo after the neighbouring village, concentrates most of the capital's migration procedures. Applications for temporary residence permits, permanent permits and citizenship are filed there. Fingerprinting and the official photograph happen there. The accredited examination centre for the language, history and law papers is on the same site.
It sits far from the centre, in the Troitsk administrative district. That distance is the first practical fact of any file: it turns a twenty-minute appointment into half a day.
A city representation exists, and that is where most foreigners start. It changed address on June 22, 2026. It is now at 1st Krasnogvardeysky Proezd 21, building 1, in the OKO tower, open Monday to Friday from 9 am to 6 pm, with Vystavochnaya and Mezhdunarodnaya metro stations nearby. The former address on Bakhrushina Street no longer receives anyone. Check this before travelling, as many pages online still point to the old site.
At the representation, a foreigner can obtain the appointment slip for filing an RVP, VNZh or citizenship application, and complete fingerprinting and the photograph.
Getting an appointment
Applications are accepted by prior appointment only. There are three ways to obtain the slip:
- Online, from the personal account on the migration centre's website. This is the fastest route and avoids a journey.
- In person at the city representation, at the OKO tower.
- In person at Sakharovo itself. In that case allow two journeys: one for the slip, one for the filing.
Slots are not immediate. In Moscow, firms tracking the centre's activity report availability at three to five weeks. That delay has to be built into the file's calendar, particularly where the entry visa runs only three months: between gathering documents, the medical examination, the criminal record certificate and the wait for a slot, the margin narrows fast.
Three categories are seen the same day, without an appointment: people with first and second group disabilities, disabled children and those accompanying them, and people over seventy-five.
On filing day
Arrive thirty to sixty minutes before the time on your slip. This is not excessive caution: you have to clear security at the entrance, then reach the relevant sector inside a large complex.
The grace period for lateness is thirty minutes. Beyond that the slip is void and a new one has to be obtained, with the wait that implies. Practitioners add a common-sense note: even within the thirty minutes, arriving late takes other applicants' time.
Allow half a day, and something to wait with. The file must be complete on presentation: one missing document sends you back to the start, appointment included.
The quota: the monthly lottery
For foreigners with no legal basis for a temporary residence permit, no marriage, no Russian child, no ancestry, no Decree 702, no studies, the quota remains.
Russian practitioners compare the mechanism explicitly to the American green card: the state opens a limited contingent of permits for people it judges useful to society. A commission examines the applicant's background and potential contribution.
In Moscow, filing dates are announced monthly and are limited to a few days. Published opening hours for those sessions run from 8:30 am to 5 pm on weekdays, with an earlier close on Friday. The unanimous advice is to arrive early, since daily capacity is limited.

Once the quota is granted, the foreigner may file an RVP application in the region where the quota was awarded, and nowhere else.
The quota retains its usefulness for nationalities outside Decree 702, and for atypical profiles. One case documented by a Moscow firm concerns a Syrian national who completed a Russian master's degree then enrolled in a doctorate, whose private university was not state-accredited: cut off from the student route, she went through the quota.
What is decided before you go
A visit to Sakharovo is the end of a preparation, not its beginning. Four things are settled beforehand, and they decide the file's fate.
The form. Spelling mistakes, incorrect wording, incomplete sections, missing information about relatives, errors about dual nationality or a former name: these are the most frequent grounds for refusal. Firms estimate that only 5 to 10 % of applicants who fill in the form alone get through at the first attempt. A formal refusal for false or incomplete information bars reapplication for one year.
Medical certificates. They must come from an accredited facility and their data must match exactly the passport translation and the current registration address. A change of address or a differently worded new translation means redoing everything.
The criminal record certificate. It is valid for ninety days. Requested too early in the preparation, it expires before filing.
The visa calendar. If you entered on a three-month visa under Decree 702, everything has to fit inside that window: documents, medical examination, criminal record, appointment.
